Scholarship and Financial Support Policy

1. Purpose and scope
This policy sets out LIBT's academic scholarships and financial support for students, kept operationally distinct. This policy applies to every LIBT Academic programme, whether LIBT-awarded, QUALIFI-awarded, or LIBT Malta-awarded. Any scholarship or financial support a student holds under this policy continues if they transfer programme or provider under the Student Contract and Terms and Conditions section 8.
2. Two distinct categories
LIBT operates two categories of financial award, assessed on different criteria and awarded through different processes:
- Academic scholarships reward and stimulate academic performance and potential. Eligibility is based on academic merit (for example, prior academic achievement, or performance on an LIBT programme for a continuing student), not on financial need.
- Financial support socially supports students from disadvantaged backgrounds. Eligibility is based on demonstrated financial need, not on academic merit.
These two categories are assessed separately, by separate criteria. A student's application for one does not affect their eligibility for the other. A student may hold an academic scholarship and financial support at the same time. The two can be cumulated.
3. Academic scholarships
LIBT's academic scholarship scheme is set annually by the Board of Directors and published alongside the current fee schedule. This includes the number of scholarships available, their value, and the entry or performance threshold for eligibility. The scheme is not fixed in this policy, so it can be adjusted between intakes without a policy change.
Academic scholarships are awarded by the Admissions Team, with oversight from the Academic Board, following the same evidence-based, non-discriminatory principles as the Recruitment and Admissions Policy.
4. Financial support
LIBT's financial support scheme is set annually by the Board of Directors and published alongside the current fee schedule, for the same reason as section 3. This includes the eligibility threshold, the evidence required to demonstrate financial need, and the funding available.
An applicant or continuing student applies for financial support in writing, providing evidence of financial need. LIBT will only waive this evidence requirement in an exceptional case, mirroring the approach in the Special Consideration Policy.
5. Decision-making and appeal
Decisions on both categories are made against the published criteria, recorded centrally by the Academic Registry, and confirmed to the applicant in writing with reasons. A student who disagrees with a decision under this policy may raise it under the Academic Appeals and Complaints Policy, using the complaint route. A financial support or scholarship decision is not an academic decision, so it is not eligible for the appeal route (see that policy's section 2).
6. Monitoring
LIBT monitors take-up of both categories across the student body, to confirm they are reaching the students they are intended to support. It reports a summary annually to the Board of Directors.
7. Review
This policy is reviewed annually by the Board of Directors. Any change must be checked against the Cross-Reference Map, in particular against the Recruitment and Admissions Policy, the Student Contract and Terms and Conditions, and the Academic Appeals and Complaints Policy.
